In accordance with the requirements of the Local Government Act 1972, NOTICE IS HEREBY GIVEN that a meeting of Sutton Cheney Parish Council will be held on Thursday 21st January 2021 starting at 7:30pm for the purpose of transacting the business shown below.
Please note that this meeting will be held online and will be available to view publicly at www.zoom.us using Meeting ID 339 688 5814. No passcode will be required to enter the meeting.

a. To receive apologies for absence and to consider whether to approve reasons given

a. To receive declarations of interest both personal and prejudicial on items on the agenda

4. PREVIOUS MINUTES
a. To consider the adoption of the minutes from the Parish Council Meeting held on 19th November 2020

5. BOROUGH AND COUNTY COUNCILLOR REPORTS
a. To note report from Borough Councillor Jonathan Collett
b. To note report from County Councillor Ivan Ould

6. DADLINGTON NEIGHBOURHOOD PLAN
a. To note the update from the Chair of the DNP Planning Group

7. MATTERS CONCERNING DADLINGTON VILLAGE GREEN
a. To note an update on legal action taken by a resident against the Parish Council concerning matters following remedial work on Rose Bank, Dadlington Village Green
b. To resolve the decision to approve emergency works by the Council to remove a stump on Dadlington Village Green following an unauthorised removal of a damson tree
c. To consider drafting a letter to local resident asking for reparation of costs to remove a stump on Dadlington Village Green and the replanting of a damson tree on Dadlington Village Green

8. SUTTON CHENEY VILLAGE GREEN
a. To consider adopting the proposal to lease Sutton Cheney Village Green on a 5 year agreement as outlined in the attached Clerk’s report
b. In line with the resolution of agenda item 8(a) to consider using Section 106 monies to contribute towards the cost of capital costs and/or long term maintenance of the site

9. DRAFT BUDGET
a. To consider adopting the draft budget and precept proposal for 2021/2022
b. To consider the final precept for the financial year 2021/2022

10. COUNCILLOR TRAINING
a. To consider setting a date for the Councillor group training “The framework for councillors’ conduct and interests”
b. To consider approving the request from Councillor Mayne to attend the Village Green training
c. To consider approving the request from Councillor Mayne to attend the Finance training
d. To note the approval for Cllr Spencer to attend the Councillor Training session on 20th January

11. FINANCE
a. To consider approving the financial statement for November – December 2020
b. To consider approving the budget monitoring sheet at the end of Q3
c. To consider quotations for payroll services for 2021 – 2022
d. To consider quotations for undertaking the internal audit 2020 - 2021
e. To consider quotations for the re-painting of the BT Kiosks in Sutton Cheney and Shenton following the withdraw of the appointed contractor

12. PLANNING
a. To consider applying to HBBC for Dadlington Village Hall in Dadlington to be given Asset of Community Value Status
b. To consider applying to HBBC for Sutton Cheney Village Hall in Sutton Cheney to be given Asset of Community Value Status
c. To consider any planning applications received since issuing of the agenda
