NEWS
Rights of Way Maintenance Volunteers
The Public Rights of Way team is hoping to expand the support it receives from Volunteers and they are currently advertising for ‘Maintenance Volunteers’ The advert is now live. They are looking for people to help the Inspectors on the practical side of things, perhaps cutting back vegetation, clearing over stiles, cleaning or painting waymark posts etc.

They are looking for a group of about 20 volunteers and are hoping to gather people for an Induction meeting in the afternoon of Monday 19th May and/or the morning of Monday 2nd June (depending on numbers).
Grass Cutting
The grass cutting programme is due to start week commencing 7th April – weather dependent.

Waste
All sites will change to the new summer hours on 1st April 2025. Sites will be open from 9.00am to 5.00pm on Saturdays, Sundays and Mondays if they are scheduled to be open, and from 9.00am to 7.00pm on Tuesdays, Wednesdays, Thursdays and Fridays if they are scheduled to be open.
Spring Clean - The Waste Initiatives team are encouraging Leicestershire residents to think about how they ‘Spring Clean’ this year. The advice is that it is always best to keep items in use and not put them into the waste stream, remembering reuse is better than recycling if it is possible.
Suggestions include:
· Clothes – sell, swap, or place them in a clothes bank. Do not let them go into bins at home.
Household items that are in good condition can be taken to ReHome Zones or other places that will reuse them. The zones can be found here https://www.lesswaste.org.uk/reuse/waste-prevention-reuse-map/
Cleaning products – use them up before buying new and recycle the empty bottles without the trigger sprays.

· Parish Partnerships
Just a reminder we are now advertising our Parish Partnership Initiatives for any parishes who may be interested, please see attached flyer for more details.
· Gritting
Our gritting teams continue to treat key routes during the night following the continuing cold weather spell. Please do take extra care when driving.

· Flooding responsibilities
We are the Lead Local Flood Authority (LLFA) which covers:
- investigating reported flooding occurrences (mainly where properties have been flooded internally) after the event in priority of the flooding impact
- being the statutory consultee for Major Planning Applications
- issuing consents for works on watercourses and can enforce to ensure flow is maintained in the watercourse (under the Land Drainage Act)
- having a responsibility for strategic flood risk management planning (co-ordination role with other risk management authorities
Other responsibilities are held by:
- Land Owners – the owner of the land or property next to or over a river, stream, ditch or piped flow of water (culvert) that forms part of a watercourse, is legally termed a ‘riparian landowner’ of that section of the watercourse
- The Environment Agency – manages the risk of flooding from main rivers, reservoirs, estuaries and the sea, as well as being a coastal erosion risk management authority
- Highway authorities (LCC) – are responsible for highway drainage. We are the highways authority for Leicestershire Water and sewerage companies
- Water and Sewerage companies – are responsible for managing the risks of flooding from water and foul or combined sewer systems (Severn Trent Water and Anglian Water in Leicestershire

· Structures licences
For applications to place a structure/equipment within the highway, please complete the application form on our parish webpage.

A fee of £235 is now payable for each structure licence application. Payments are to be made online via BACS using the information below:

Work continues to review and improve the way that licences are administered and, as part of this review, a new downloadable application form will be available very soon, with an aim for online applications in the future.
· Recycling and Waste
All sites are on standard winter opening hours until 31st March 2025 (9.00am to 4.00pm on days they are open). The Council encourages residents to arrive at least 10 minutes prior to closing, with the last admittance no later than 3:55pm.
All details regarding opening times/days are available on the website www.leicestershire.gov.uk/waste. The Council continues to encourage residents to avoid busy periods such as weekends, especially bank holiday weekends, and to check the Council’s website before setting off.
Disposal of batteries – reminder that discarded batteries can cause fires. Information on how to recycle batteries correctly can be found on the Take Charge site. General information on recycling can be found on our Welcome to Lesswaste site.
· Details of weekly planned roadworks throughout Leicestershire can be found here. This is updated every Monday and shows the following 10 days, please note this is only up to date at the time of creation and will not contain information on emergency works, however you can find this on the one.network site.
