NEWS
Leicestershire's Cycling, Walking and Wheeling Forum
The Sustainable Travel Team will be hosting its third Cycling, Walking and Wheeling Forum on Monday 3rd March, from 6:00pm – 8:00pm. This event is an excellent opportunity for members of the public to receive information on up and coming active travel projects as well as the chance to network. There will be presentations on Local Transport Plan 4, Multi Modal Area Investment Plans, Rights of Way in Leicestershire and Active Travel Revolution, along with networking and a workshop after presentations.
This is a public forum open to all. The event will be hybrid, with the option to attend in person at County Hall, Glenfield or online via Teams. Hanging Baskets
If you are thinking about adding hanging baskets to street lighting columns for spring, please make sure your application for a S178 licence is received by the Street Lighting team at least 8 weeks in advance of the proposed installation date.
Late applications risk not being approved in time.

VE Day 80th Anniversary
Please see attached the application pack should you be interested in holding a local event for the VE day celebrations on Thursday 8th May 2025. The deadline for competed applications is Friday 21st March 2025.

Surface Dressing
It is hoped that the surface dressing programme will commence in April 2025 and be completed by September 2025 and road users are being thanked for their patience with necessary roadworks.
Any areas that cannot be completed because of the weather will be added to the next seasons programme. Residents and businesses will be notified prior to the work commencing.

Flooding
A report was taken to LCC Cabinet on Flooding In Leicestershire In January 2025 And Implications For Lead Local Flood Authority And Highway Authority - The purpose of the report is to provide information on the impacts associated with the unnamed storm which affected Leicestershire on 6 January 2025 and highlights the ongoing work of the County Council in its role as Lead Local Flood Authority in the context of multiple severe weather events at increasing frequency in recent years.
In our role as the Lead Local Flood Authority, we are continuing to collate information on the scope and extent of this flood event so we can understand the extent of investigation work required. This is on top of an existing backlog of work from previous flood events in the county such as Storm Henk and Babet and will necessitate a review of our resource levels and approach to prioritisation in this area and is referenced in the Cabinet report on flood matters that went on the 7 February.

· Gritting
Our gritting teams continue to treat key routes during the night following the continuing cold weather spell. Please do take extra care when driving.

· Flooding responsibilities
We are the Lead Local Flood Authority (LLFA) which covers:
- investigating reported flooding occurrences (mainly where properties have been flooded internally) after the event in priority of the flooding impact
- being the statutory consultee for Major Planning Applications
- issuing consents for works on watercourses and can enforce to ensure flow is maintained in the watercourse (under the Land Drainage Act)
- having a responsibility for strategic flood risk management planning (co-ordination role with other risk management authorities
Other responsibilities are held by:
- Land Owners – the owner of the land or property next to or over a river, stream, ditch or piped flow of water (culvert) that forms part of a watercourse, is legally termed a ‘riparian landowner’ of that section of the watercourse
- The Environment Agency – manages the risk of flooding from main rivers, reservoirs, estuaries and the sea, as well as being a coastal erosion risk management authority
- Highway authorities (LCC) – are responsible for highway drainage. We are the highways authority for Leicestershire Water and sewerage companies
- Water and Sewerage companies – are responsible for managing the risks of flooding from water and foul or combined sewer systems (Severn Trent Water and Anglian Water in Leicestershire

· ‘Metal Matters’ campaign
The ‘Metal Matters’ campaign will start on 20th January for 6 weeks. LCC waste team are partnering with Alupro 2025, (Aluminium Packaging Recycling Organisation). Metal Matters is a communication programme from Alupro, which is delivered to residents with the aim of encouraging the recycling of metal and changing recycling behaviour. The aim is to increase the recycling of materials such as foil, drinks cans and aerosols. It is estimated that around 3,000 tonnes of metal is sent for disposal per annum instead of recycling in Leicestershire and as metal is a valuable resource, it is expected that an increased capture rate of metal would generate additional income for the council and save money on disposal costs.
· Structures licences

Work continues to review and improve the way that licences are administered and, as part of this review, a new downloadable application form will be available very soon, with an aim for online applications in the future.
· Environment
The public consultation on the draft Local Nature Recovery Strategy is now live and will run from 6th January – 28th February. Online member briefings are scheduled to take place on 3rd (11am-12pm) and 4th (7pm-8pm) February. Briefings will be for all members across Leicestershire, Leicester and Rutland. A programme of online and in person briefings will also be held for residents and stakeholders.
· Recycling and Waste
All sites are on standard winter opening hours until 31st March 2025 (9.00am to 4.00pm on days they are open). The Council encourages residents to arrive at least 10 minutes prior to closing, with the last admittance no later than 3:55pm.
All details regarding opening times/days are available on the website www.leicestershire.gov.uk/waste. The Council continues to encourage residents to avoid busy periods such as weekends, especially bank holiday weekends, and to check the Council’s website before setting off.
The Melton RHWS will be closed from 13th January for up to 4 weeks while site upgrades take place.
Disposal of batteries – reminder that discarded batteries can cause fires. Information on how to recycle batteries correctly can be found on the Take Charge site. General information on recycling can be found on our Welcome to Lesswaste site.
